Procurement Training for ICRMS Staff

A procurement training session was conducted for the staff of ICRMS, focusing on building a robust understanding of procurement principles, processes, and legal frameworks. The session emphasized the importance of procurement in ensuring the organization’s goals are met efficiently and transparently, in line with the Public Procurement Regulatory Authority (PPRA) Rules of Pakistan. These rules, governed by the PPRA Ordinance 2002 and subsequent PPRA Rules 2004, were introduced to provide clear guidelines for procuring goods, services, and works.

Key elements of the training included a detailed explanation of procurement planning and budgeting. Participants learned the critical steps in procurement planning, from identifying needs and creating specifications to allocating budgets and obtaining approvals. This planning process is essential to align procurement activities with organizational priorities and ensure financial resources are utilized effectively. Additionally, best practices, such as engaging qualified personnel, maintaining transparency, and adhering to compliance measures, were underscored to address common challenges in procurement.

The session also covered the procurement process flow, which entails planning, advertisement, bidding, bid evaluation, contract awarding, and contract management. Principles such as transparency, accountability, fair competition, and achieving value for money were discussed to foster a culture of ethical procurement. Through practical examples, including a case study on the procurement of medical equipment for a public hospital, participants gained hands-on insights into implementing PPRA guidelines effectively.

Overall, the training provided ICRMS staff with valuable knowledge and tools to enhance their procurement practices. It also highlighted the importance of continuous training and adherence to standardized procedures to uphold organizational integrity and achieve sustainable outcomes.
